Introduction to the Council
The Council is the governing body of the University and conducts its business according to the Instrument and Articles of Government as approved by the Privy Council. The current constitution allows for 25 Council members, the majority of whom (19) are independent or co-opted external members. There are five University staff members (Vice Chancellor, one elected academic and one elected non-academic member and two members nominated by Senate) in addition to the President of the Students' Union.
The Clerk to the Council is responsible for advising Council on governance issues, the conduct of Council affairs and the administration of all meetings. Members of the Senior Management Team also attend meetings to provide information in specialist areas, as appropriate.
Council responsibilities
The Council is responsible for the educational character and mission of the University, financial probity, employment policy for all staff and corporate policies, rules and procedures to assure effective governance. It is also charged with establishing an Audit Committee, establishing a Senate and keeping its constitution under review, and making recommendations to the Privy Council regarding any necessary revisions of the Instrument and Articles of Government.
Council committees
A Member of Council is normally expected to serve on at least one committee. There are currently five standing committees which report into Council; these are Audit, Governance, Honorary Awards, Remuneration and Resources. A number of panels meet, when necessary, to deal with employee and student appeals, disciplinary and grievance issues.
Missenden Abbey meetings
All members of Council and members of the Senior Management Team are invited to Missenden Abbey for scheduled termly meetings on a variety of strategic issues.
Frequency of meetings
The full Council meets at least six times each year and its standing committees meet three or four times a year. Dates for all scheduled meetings (including those held at Missenden Abbey) are published annually in advance in a formal calendar.
Additional events
Council Members are invited to a number of formal and informal events in the life of Bucks New University, including
Graduation Degree Ceremonies and Professorial Lectures.
